Apakah latar belakang sejarah pembangunan Seksyen 19? Mengapakah sebuah kuil Hindu dibina di kawasan itu?



Pada asalnya, kawasan Seksyen 19 adalah kawasan ladang getah. Pada ketika itu ladang tersebut adalah Estet Sungai Renggam. Pada tahun 1984, Perbandaran Kemajuan Negeri Selangor (PKNS) telah diberi kebenaran untuk membangunkan kawasan ini sebagai kawasan perumahan. Ketika perancangan pembangunan ini dibuat, Kuil Sri Mariamman yang kini beralamat di Jalan Ladung 19/2B telah pun wujud.

Dalam pelan perancangannya di Seksyen 19, PKNS telah merancang untuk memindahkan kuil tersebut ke satu lokasi yang lain. Atas sebab itu, semasa membina dan menjual rumah di Seksyen 19, PKNS tidak menunjukkan kuil tersebut di dalam pelan mereka. Sebaliknya yang ditunjukkan dalam pelan mereka adalah rumah teres dua tingkat.

Sehubungan itu, pembinaan rumah-rumah telah dilakukan tanpa mengambil kira kewujudan kuil tersebut. Akibat daripada kegagalan pihak PKNS dan Kerajaan Negeri Barisan Nasional untuk menyelesaikan masalah perpindahan, kedudukan Kuil Sri Mariamman berada di tengah-tengah kawasan perumahan yang majoriti penduduk beragama Islam.


Mengapa lokasi kuil Seksyen 19 ini harus dipindahkan?

Disebabkan lokasi kuil yang tidak kondusif, penduduk kawasan dan para pengunjung kuil tersebut mengalami pelbagai kesesakan. Ini telah mendesak penduduk membuat permintaan supaya kuil dipindahkan ke tempat yang lebih sesuai.

Penduduk Seksyen 19 terpaksa bersabar selama 26 tahun menunggu tindakan kerajaan Negeri Barisan Nasional untuk menyelesaikan masalah mereka. Pada mulanya Kerajaan BN ketika itu mencadangkan Seksyen 18 dimana satu tapak Kompleks Rumah Ibadat Bukan Islam telah diluluskan secara berkelompok di Seksyen itu. namun Jawatankuasa Kuil terpaksa menolak cadangan ini. Ini adalah kerana mengikut kepercayaan penganut agama Hindu, Kuil-kuil tidak boleh dibina terlalu dekat di antara satu sama lain.

Setelah itu, Seksyen 22 dicadangkan sebagai lokasi pemindahan yang baru, namun sekali lagi Jawatankuasa Kuil terpaksa menolak kerana lokasi di Seksyen 22 itu terletak di luar lingkungan komuniti dan kemudahan infrastruktur yang tidak sempurna.

Setelah Kerajaan Pakatan Rakyat menerajui kerajaan negeri Selangor, persetujuan telah tercapai di antara Jawatankuasa Kuil, PKNS, MBSA serta kerajaan negeri untuk memindahkan kuil dari Seksyen 19 ke Seksyen 23. Pada mulanya, Kerajaan Pakatan Rakyat Selangor telah mengesyorkan lokasi baru tapak kuil ini dipindahkan ke Jalan Saham 23/3, namun kerana tapak ini agak berdekatan dengan kawasan rekreasi kanak-kanak, Kerajaan Pakatan Rakyat Selangor telah mengambil langkah seterusnya dengan menganjakkan lokasi pemindahan ke Jalan 23/6 yang terletak lebih 200 meter daripada kawasan perumahan Seksyen 23, tapak ini sesuai menampung keperluan kuil bagi penduduk Seksyen 19, 20 dan 23 dan kedudukan kuil ini akan disesuaikan dengan pembangunan.


Mengapa Kerajaan Pakatan Rakyat Selangor mengambil tindakan segera untuk mengatasi masalah pemindahan Kuil ini? Dan apakah langkah-langkah yang telah diambil oleh Kerajaan Pakatan Rakyat Selangor untuk menangani permasalahan ini?

Akibat kegagalan Kerajan BN menangani permasalahan ini, Kerajaan Pakatan Rakyat Selangor terpaksa bertindak segera supaya masalah ini tidak berpanjangan dan mengeruhkan lagi keadaan. Antara inisiatif yang dilakukan untuk menyelesaikan masalah ini adalah menetapkan stu Garis Panduan berhubung rumah ibadat bukan Islam.

Sehubungan itu, Garis Panduan ini telah mendapat sokongan penganut bukan beragama Islam. Mereka berpandangan, Garis Panduan yang telah ditetapkan oleh Kerajaan Pakatan Rakyat Negeri Selangor ini merupakan satu pendekatan pro-aktif dan jelas yang dapat menyelesaikan isu-isu berkaitan dengan rumah-rumah ibadat di negeri Selangor yang sebelum ini agak kabur dan mengelirukan.


Garis Panduan Rumah Ibadat Bukan Islam

Antara Garis Panduan berhubung pembinaan rumah ibadat bukan Islam di bawah Kerajaan Pakatan Rakyat Negeri Selangor;
  1. Pembinaan bangunan baru perlu mendapat kelulusan EXCO.
  2. Sebarang aktiviti perobohan hendaklah mendapatkan kelulusan daripada EXCO terlebih dahulu.
  3. Bangunan Keagamaan Bukan Islam sedia ada sebelum 8 Mac 2008 yang telah dikenalpasti untuk dikekalkan tetapi tidak terletak di lokasi yang sesuai hendaklah dipindahkan.

Mengapakah Seksyen 23 dipilih untuk dijadikan tapak baru Kuil ini?
  1. Tapak ini sesuai untuk menampung keperluan kuil bagi penduduk seksyen 19, 20 dan 23.
  2. Lokasi tidak berdekatan dengan kawasan perumahan sedia ada jika dibandingkan dengan kawasan perumahan di seksyen lain.
  3. Kedudukan tapak kuil ini akan disesuaikan dengan pembangunan sekitar.
Walaupun Seksyen 23 merupakan kawasan perumahan, namun lokasi pemindahan kuil ini agak jauh daripada kawasan perumahan tersebut. Jarak antara lokasi pemindahan kuil ini dan kawasan perumahan di Seksyen 23 ini adalah lebih daripada 200 meter.

Oleh itu, Kerajaan Pakatan Rakyat Negeri Selangor juga telah mengambil inisiatif untuk membina sebatang jalan untuk memudahkan para penganut agama Hindu menuju ke kuil tersebut. Langkah ini diambil kerana lokasi tersebut akan dibina adalah di kawasan industri yang agak jauh daripada jalan utama Seksyen 23.


Siapakah dalang disebalik bantahan keterlaluan yang diadakan baru-baru ini?

Demonstrasi membantah pemindahan Kuil tersebut dari Seksyen 19 ke Seksyen 23 yang diadakan baru-baru ini melibatkan kurang daripada 50 orang yang tidak berpuas hati dengan cadangan Kerajan Pakatan Rakyat Selangor untuk memindahkan Kuil tersebut ke Seksyen 23.

Namun, Kerajaan Pakatan Rakyat Negeri Selangor percaya, keadaan ini berlaku apabila Jawatankuasa Bertindak tersebut telah diberikan maklumat yang tidak tepat oleh sesetengah pihak mengenai proses pemindahan itu. Bantahan berlaku ketika Kerajaan Pakatan Rakyat Selangor dan Pejabat Parlimen Shah Alam telah bersedia dan bersetuju untuk berdialog dengan para penduduk Seksyen 23.

Oleh itu, Kerajaan Pakatan Rakyat Selangor percaya pihak daripada organisasi bukan kerajaan (NGO) iaitu PEWARIS mempunyai agenda politik mereka tersendiri. Kemuncak kepada bantahan penduduk ialah apabila pihak PEWARIS ini telah meletakkan lambang berkaitan agama (kepala lembu) yang dianggap sensitif bagi penganut agama Hindu di hadapan pintu masuk bangunan Setiausaha Kerajaan Selangor.

Selain itu, Kerajaan Pakatan Rakyat Selangor juga percaya, PEWARIS ketika bantahan itu, telah menghasut para penduduk untuk mengeluarkan kata-kat bersifat perkauman. Bantahan yang didalangi mereka ini dianggap keterlaluan apabila bantahan yang sedemikian dilakukan di dalam bulan Ramadhan yang mulia ini. Secara tidak langsung, PEWARIS bukan sahaja tidak menjaga sesnsitiviti agama lain malah telah mencemarkan bulan Ramadhan dengan tindakan keterlaluan mereka itu.

Malah pihak ini jugalah yang mendalangi bantahan para penduduk Seksyen 19 supaya kuil tersebut dipindahkan ke lokasi lain sesegera mungkin. Nyata, PEWARIS telah memainkan peranan sebagai agen provokasi untuk memulakan pertelingkahan kaum dikalangan masyarakat. Jelas, sebagai sebuah kerajaan yang telah dipilih oleh rakyat, Kerajaan Pakatan Rakyat Selangor tidak akan membenarkan api-api perkauman dimainkan oleh pihak-pihak yang mempunyai kepentingan politik mereka tersendiri.

Selain itu, terdapat juga ugutan ke atas Jawatankuasa Kuil dan para penganut agama Hindu dengan mengganggu upacara sembahyang mereka, menceroboh kuil dan memakai t-shirt "Unit Jihad". Nyata, ini merupakan provokasi perkauman yang didalangi pihak-pihak yang mempunyai agenda politik dan seterusnya mencemar maksud jihad dalam agama Islam.

Pihak Kerajaan Pakatan Rakyat Selangor memberi kepercayaan sepenuhnya kepada para penduduk Seksyen 23 bahawa mereka tidak akan bertindak membatasi tatasusila dan toleransi kaum masyarakat majmuk. Bantahan tersebut tercemar apabila PEWARIS melanggar adab dan tatasusila masyarakat Selangor khususnya dan Malaysia amnya.


Apakah pendirian Kerajaan Pakatan Rakyat Selangor dalam perkara ini? Apakah langkah-langkah seterusnya yang akan dilakukan oleh Kerajaan Pakatan Rakyat Selangor untuk menyelesaikan permasalahan ini?

Kerajaan Pakatan Rakyat Selangor telah mengambil langkah-langkah pro-aktif untuk menyelesaikan isu pemindahan kuil ini.

Sebelum keputusan pemindahan kuil dipersetujui, Kerajaan Pakatan Rakyat Selangor bertanggungjawab memastikan syarat pemindahan kuil dipenuhi dari segi undang-undang dan dipersetujui Jawatankuasa Kuil dan seterusnya notis kepada penduduk setempat untuk hadir pendengaran awam (public hearing) dikeluarkan. Walau bagaimanapun, mengikut Garis Panduan dan Piawaian Perancangan Negeri Selangor yang diwujudkan oleh Kerajaan BN dahulu, sekiranya tapak kuil yang dicadangkan berada dalam lingkungan jarak 50 meter dari kawasan perumahan atau pemilik kilang, pendengaran awam tidak perlu diadakan.

Namun Kerajaan Pakatan Rakyat Selangor berpandangan sesi dialog antara penduduk dan juga Kerajaan Pakatan Rakyat Selangor, serta PKNS dan MBSA perlu diadakan.

Antara sesi dialog yang telah / akan diadakan adalah:
  1. Perjumpaan dengan Ahli Majlis pada 2 September 2009
  2. Perjumpaan dengan penduduk-penduduk Seksyen 23 pada 5 September 2009
  3. Perjumpaan dengan kepimpinan tempatan dan Orang-orang Besar Daerah
  4. Perjumpaan dengan badan-badan bukan kerajaan (NGO)
Mengapa Kerajaan Pakatan Rakyat Selangor berpandangan bahawa penyelesaian tersebut sebagai langkah terbaik untuk menangani isu ini?

Masyarakat Malaysia merupakan masyarakat yang berbilang kaum dan agama dan mempunyai latar belakang budaya dan cara hidup yang berbeza. Oleh itu kemajuan dan kemodenan menuntut ilmu dan teknologi kini sepatutnya membawa kepada sikap toleransi dan tolak ansur yang lebih tinggi di kalangan semua lapisan masyarakat di Malaysia.

Kerajaan Pakatan Rakyat Selangor mengambil langkah-langkah pro-aktif dan efisyen untuk memastikan rakyat negeri Selangor khususnya dan Malaysia secara keseluruhannya hidup dalam keadaan harmoni. Sehubungan itu, dalam membuat keputusan tentang isu-isu berkaitan agama dan budaya masyarakat yang berbilang kaum, Kerajaan Pakatan Rakyat Selangor akan mengambil kira semua aspek isu-isu tersebut daripada setiap sudut dan pandangan.

Dalam isu pemindahan kuil ini, Kerajaan Pakatan Rakyat Selangor berpandangan rakyat Selangor haruslah mengambil sikap yang lebih terbuka, bertolak ansur dan rasional dalam menangani isu ini. Setelah mengambil kira lokasi kuil yang berada di tengah-tengah kawasan perumahan Seksyen 19 iaitu satu permasalahan yang agak lama, Kerajaan Pakatan Rakyat Selangor berpandangan, Kuil Sri Mariamman itu hendaklah dipindahkan ke lokasi yang lebih sesuai.

Umum telah maklum, Seksyen 23 juga merupakan kawasan perumahan, namun, Kerajaan Pakatan rakyat Selangor telah mengambil inisiatif untuk memindahkan Kuil itu ke tapak lokasi yang lebih sesuai iaitu dengan jarak lebih daripada 200 meter daripada kawasan perumahan.

Kerajaan Pakatan Rakyat Selangor percaya bahawa masyarakat Selangor merupakan satu rumpun masyarakat yang boleh menangani permasalahn dan isu-isu masyarakat dengan lebih matang dan rasional. Selain itu, kerjasama dan hormat-menghormati antara masyarakat berbilang kaum dan juga Kerajaan Pakatan Rakyat Selangor merupakan tunggak kepada perpaduan dan keharmonian masyarakat yang mempunyai pelbagai latar belakang yang berbeza dari segi agama, budaya, adat resam dan pemahaman ideologi.

Oleh itu, Kerajaan Pakatan Rakyat Selangor berharap isu pemindahan Kuil Sri Mariamman ini dapatlah diselesai dan ditangani dengan cara muafakat dan rasional oleh semua pihak terlibat.


Bilakah penyelesaian dan persetujuan ke atas perkara ini dapat dilakukan?

Kerajaan Pakatan Rakyat Selangor akan membuat satu keputusan muktamad mengenai isu ini setelah mengambil kira pandangan pihak-pihak yang terlibat melalui sesi-sesi dialog yang telah dan akan diadakan.


Kebebasan bersuara dan memberikan pandangan adalah satu perkara yang perlu diizinkan. Namun, apabila kita lupa kepada adab dan tatasusila yang sewajibnya, ia akan memalukan diri sendiri, menjatuhkan imej agama dan mencalar maruah umat. Garis panduan mengenai hal ini telahpun digariskan oleh Allah swt di dalam Al Qur'an yang bermaksud:

"Dan janganlah kamu memaki hamun sembahan-sembahan yang mereka sembah selain Allah, kerana mereka nanti akan memaki Allah dengan melampaui batas tanpa pengetahuan." (Al-An'am:108)


MENOLAK POLITIK PERKAUMAN, MENEGAKKAN KEADILAN UNTUK SEMUA



TELOK KEMANG, 28 Sept - Pakatan Rakyat (PR) mendakwa gaji buruh ladang di Malaysia, termasuk di beberapa estet di sini adalah tidak adil dan akan memperjuangkan gaji minima RM900 untuk mereka. Sehubungan itu, Ahli Parlimen Telok Kemang Datuk Kamarul Baharin Abbas semalam mendesak kerajaan Malaysia melaksanakan polisi gaji minima RM900 untuk rakyat, bukannya memberika duit raya bermotif politik kepada peneroka Felda semata-mata.

Duit raya yang Najib (Perdana Menteri) umum itu gula-gula politik untuk ambil hati pengundi estet di sini. Sedangkan rakyat mahu polisi (gaji), tegas Kamarul selepas bertemu rakyat Ladang Atherton, disini. Tambahnya lagi, isu gaji minima tersebut telah lama dibangkitkan penduduk setempat, bersama-sama badan bukan kerajaan JERIT, tetapi kerajaan dan anak syarikatnya (GLC) iaitu Sime Darby tidak pernah ambil peduli.
Turut hadir ialah Pesuruhjaya PAS Negeri Sembilan, Zulkefly Mohamad Omar mempersoal tindakan tergesa-gesa kerajaan negeri menurunkan para pegawai Jabatan Kebajikan Masyarakat untuk meredakan isu gaji minima itu. Mengapa hari ini (waktu pilihanraya kecil), baru pegawai-pegawai mereka turun nak selesaikannya, sedangkan rakyat mempersoal gaji yang tidak adil ini sejak sebelum 1999 lagi. Beliau turut meminta kerajaan jujur menyelesaikan isu-isu kebajikan tersebut, bukannya asyik bermain wayang dengan slogan 1Malaysia sahaja.

ADUN Port Dickson Bandar, M. Ravi (PKR) menegaskan bahawa gaji pekerja estet di Negeri Sembilan rata-ratanya di bawah paras kemiskinan. Dari tinjauan yang dibuat, rata-rata pekerja estet bergaji RM400, sedangkan kita (PR) tuntut dari Sime Darby (serta) kerajaan Umno dan BN gaji maksimum RM900 sebulan. sistem bayaran upah mengikut hari mengakibatkan buruh-buruh estet pernah mendapat gaji RM80 sebulan, apabila musim hujan berlaku. ADUN Rahang M. K. Arumugam (DAP) yang menyertai aktiviti turun bertemu rakyat tersebut pula berkata, isu gaji minima ini perlu disampaikan secara dari rumah ke rumah kerana buruh terbabit hanya didedahkan dengan media arus perdana sahaja. Kita perlu tahu, buruh-buruh kerja perih (dan) tidak ada masa untuk akses internet dan sebagainya. Mereka hanya lihat berita berat sebelah dalam tv1, tv2, tv3 sahaja. ADUN Lukut Ean Yong Tinsin (DAP) yang ditemui kemudian mahu isu gaji minima ini menjadi isu teras PR, walaupun ianya membabitkan minoriti rakyat India. Saya puas hati, bila Pakatan serius nak perjuangkan isu ini. Ini isu minoriti penduduk estet, tapi semua (pemimpin) kita boleh turun bersama.

Dalam perkembangan berkaitan, Ketua Kontijen PAS Selangor Cikgu Jaafar Samsudin bersama lebih seribu jentera dan ahli Kelab Penyokong PAS sedia diturunkan bergilir-gilir; demi menjelaskan isu tersebut. Dalam sidang Parlimen lepas, PR mendesak kerajaan mesyaratkan gaji minima buruh sebanyak RM800 sebulan, tetapi Menteri berwajib menegaskan ianya suatu yang mustahil. Tetapi, Kabinet baru-baru ini mengumumkan gaji minima untuk warga asing sebanyak RM800 sebulan. Taarif pendapatan isi rumah di bawah paras keminkinan era 1970an adalah RM450. Taarif pendapatan isu rumah di bawah paras kemiskinan sekarang adalah RM900. Hanya kerajaan PR Selangor mendefinisikan pendapatan di bawah RM1500 sebagai rakyat yang layak menerima bantuan kerajaan negeri. Perjuangan isu gaji minima RM900 yang diperjuangkan oleh rakyat di sini dipercayai akan mencalarkan slogan 1Malaysia Datuk Seri Najib Tun Razak Rakyat Didahulukan, Pencapaian Diutamakan.








LEPTOSPIROSIS CAUSES DEATH OF ANOTHER 6 BURMESE IN DETENTION IN MALAYSIA

DENIAL OF HEALTHCARE IS A VIOLATION OF RIGHT TO LIFE


We are shocked and disappointed to hear that another six Burmese migrants have died while in detention in Malaysia because of a suspected waterborne disease. Leptospirosis is caused by exposure to water contaminated by animal urine, like rat urine. (Straits Times, 25/9/2009, Migrants die in detention/ Associated Press, 24/9/2009).

From our investigation, the names of 3 of those who have died are So Thein [Prison Body number 0853, Block B1, Ethnicity: Burman, Age: 36], Min Khaing [Body number 5009, Ethnicity: Karen, Age: 23] and Min Nown [Ethnicity: Arkan, Age: 28]. The other 3 are of Chin ethnicity. It seems that the deaths happened in August.

This time the deaths seem to have occurred at the Detention Centre at the KL International Airport (KLIA) depot. The Straits Times report states that an official had informed them that ‘…the detainees likely contracted the disease in another centre. They were transferred together with some 700 others after a riot there...’. In an earlier report (Star, 24/7/2009), it was stated that ‘…some 700 Myanmar illegal immigrants involved in a ruckus at the Semenyih immigration depot early this month have been moved to the department’s KL International Airport (KLIA) depot…’

It must be noted that this is not the first case of death by reason of Leptospirosis. Sa La Hin, 26, and Thang Hoih Ping, 21, two Burmese migrants, died in the Malaysia’s Juru Immigration Detention Centre from Leptospirosis in May 2009. 127 civil society groups and organizations responded vide a joint statement entitled ‘Death Of 2 Burmese Indicative Of State Of Detention Places In Malaysia - Denial Of Healthcare Is A Violation Of Right To Life’.

Complaints were also lodged with the Malaysia’s Human Rights Commission (SUHAKAM), Malaysian Prime Minister Dato' Sri Mohd Najib Bin Tun Haji Abdul Razak,, Minister of Home Affairs Datuk Seri Hishammuddin Tun Hussein, and the Minister of Health Dato' Sri Liow Tiong Lai,

After that Leptospirosis outbreak in the Juru Detention Centre in Penang in May, the Immigration Director-General Abdul Rahman assured us that the cleanliness and hygiene at immigration depots nationwide will be stepped-up to ensure safety of staff and inmates there against contracting infectious diseases (Bernama, 19/5/2009).

SUHAKAM also vide letter dated 16/7/2009 had informed us that they had met with the Director General of Immigration on 4/6/2009, and amongst others, had recommended that ‘… as a measure to control contagious diseases to ensure that all immigration detention centres should have a doctor or medical officer in line with international requirements, and that cleanliness of detention centres should be taken care of.’

It must also be borne in mind that last year SUHAKAM identified medical care as an overriding reason why 1,300 detainees have died over the past six years, and had made recommendations to the government. At present the 22 centres throughout Malaysia do not have a permanent clinical dispensary manned by doctors or a medical assistant to help detainees. (ABC News, 28/5/2009)

In May 2009, it was reported that about 26 were admitted to hospital following a Leptospirosis outbreak in the Juru Detention Centre, and they survived, and this leads us to believe that prompt access to healthcare can avoid death. It is shocking that in this recent case, 6 have died. What is more disturbing is that there seem to have been no reported disclosure by the Malaysian authorities on this. We still do not know the number of detainees that have been affected this time.

This is a disease caused by exposure to water contaminated with the urine of infected animals, and is very rarely propagated through contact with affected persons. Question must be raised as to how detainees in an enclosed detention centre are contracting this disease. Are they being affected through the food and water supplied by the detention centres? Are the detention centres having a rat infestation problem?

After the recent deaths and outbreak in the Juru Detention Centre, one would have expected the Malaysian government to have taken immediate steps to ensure that there are no more cases of Leptospirosis outbreak and deaths. We wonder also whether the authorities took a lackadaisical attitude, and did not even conduct a thorough investigation to determine the source of the contamination that caused that outbreak. Results of such investigations will not only determine liability, but would also ensure that further deaths from Leptospirosis could be avoided.

We, the undersigned, call on the Malaysian Human Rights Commission (SUHAKAM) to immediately commence a public inquiry into these deaths and detention places generally, and come up with concrete recommendations which could be implemented that will improve state of cleanliness, hygiene and healthcare of all detention places in Malaysia. It was sad that SUHAKAM decided not to carry out a public inquiry after the Juru deaths in May.

We are also call upon the Ministry of Health and the government of Malaysia to conduct a thorough investigation into the cause of this Leptospirosis outbreak, which is reported to have already resulted in 6 deaths.

We also call for the resignation of Immigration Director-General Abdul Rahman, considering that this is second reported case of deaths by reason of Leptospirosis at Immigration Detention Centres within the last 4 months.

The Malaysian government must take necessary action to ensure that proper steps be taken so that such disregard for life does not happen again.

With regard to those who have died, their family and/or dependents should be given adequate compensation by the persons responsible, the detaining authority and the Malaysian government.

Officers and persons responsible for the acts or omissions that resulted in death and suffering should be charged and prosecuted for these crimes. They should not be permitted to hide behind safeguards provided to public servants, which unfortunately only promotes culture of impunity with no sense of responsibility and respect for human life.

MENTERI BESAR TO CHAIR A MEETING BETWEEN SELCAT, EXCO AND DOs

SHAH ALAM: The Selangor Government believes that issue involving Select Committee of Compentency, Accountability and Transparency (Selcat), members of the State Executive Councillors (EXCO) and the District Officers can be resolved amicably.

I believe the issue is merely one of miscommunication between the above parties and therefore will be addressed internally. I will be chairing a meeting between the interested parties on Monday week to allow everyone to raise concerns and clarifications on the matter.

I am also confident that all parties are professional enough to understand the scope of responsibility that each of them holds and that they are able to work as a team to ensure that the state operates efficiently and effectively.

Kampung Jawa, 19 September 2009 - Aidilfitri merupakan sambutan oleh kaum muslimin dan muslimat selepas sebulan berpuasa di bulan Ramadhan. Bersempena dengan Aidilfitri dan bulan Syawal yang bakal menjelang tiba, pelbagai juadah disediakan untuk perayaan tersebut dan pada hari-hari terakhir bulan ramadhan inilah, umat Islam sibuk membuat persiapan terakhir menyambut bulan Syawal.

Seperti kebiasaan, Aidilfitri dan Syawal disambut meriah bukan sahaja oleh umat Islam di DUN Sri Andalas tetapi oleh pelbagai kaum berbilang agama. Pada hari-hari terakhir inilah, juadah seperti lemang menjadi kegemaran dan rebutan untuk disajikan pada Aidilfitri ini.

Bersempena dengan perayaan ini, petugas-petugas DUN Sri Andalas mengambil kesempatan untuk bersama-sama merasai kesibukan membuat persiapan Aidilfitri dengan mengadakan jualan lemang.

Turut mengambil bahagian dalam program tersebut adalah Encik PS Rajoo, Penyelaras Pejabat DUN Sri Andalas serta serta Encik Hanafiah yang juga Penyelaras Pejabat DUN Sri Andalas Cawangan Kampung Jawa.

Turut menjayakan program tersebut adalah belia Kampung Jawa yang turut bertungkus-lumus memastikan jualan lemang berjalan lancar.

Program jualan lemang tersebut telah mendapat sambutan daripada penduduk setempat dan syabas diucapkan kepada mereka yang menjayakan program tersebut.

Bagan Pinang, 21 September 2009 - Dr Xavier visited three estates in the Bagan Pinang constituency with fifty people from Kota Raja and few Negeri Sembilan local leaders.

The three estates that were visited were Aterton Estate, Siliau Estate and Bradwell Estate. About eighty homes were visited.

Dr Xavier's main aim was to survey the living conditions of the estate workers in these active estates and found out that the estate workers are still working and only earning RM400 a month!!! He said that the living condition were deplorable. People were so unbelievably poor.

There were primary school children who weren't going to school because they couldn't afford bus fare. There was actually also family with form five student who wasn't going to school because of transportation problem.

The lack of education was the worst of all. The adults only earn RM400 a month.

The sad fact was that PR had won the three UPU's in these three estates but lost the overall count for the DUN.

ARE federal earnings funded by taxpayers in Pakatan Rakyat (PR) states returning to benefit the public in those states?

What's clear in the case of Selangor is that funds are used for development but are not channelled through the state government. That has become clear in Penang as well, where promised funds for Georgetown's heritage status have not been delivered to the PR-governed state.

In the second and final part of an interview with The Nut Graph, Selangor executive councillor Dr Xavier Jayakumar talks about the round-about manner in which the federal government handles funding meant for the state through various ministries. It appears to be similar to the problems opposition Members of Parliament face when requesting for the Prime Minister's special constituency fund.

Xavier, who is the Sri Andalas assemblyperson from Parti Keadilan Rakyat, says that as a result, it is unclear how much and for what purpose federal funds for state development are used.

TNG: The Selangor government has been accused of incompetency. How has it been learning the ropes of governance?

Xavier Jayakumar: I agree that we didn't expect to be ruling Selangor. And it is not easy because Selangor is the richest, most developed state and the demands are tremendous. I think we've come to a stage where we understand better how the system works. I think we understand at least 80% to 90% of how the system works. We are encouraged that we can now move into implementation of projects and programmes.

But at the same time there is a lot of federal government interference in terms of limiting our financial resources. Of the federal government's revenue for income tax alone, 24% comes from Selangor. Previously, there were a lot of federal projects that were implemented in Selangor through the state government at the time. But now the funds are not coming in the sense that the state is not given the privilege to access these funds. The funds are being disbursed through different sources without the state government having any say as to how they are allocated.

Meaning, federal agencies in the state?

Yes, the funds go directly to them without going through the state. They have a Special Development Office (SDO) which they opened in Glenmarie, and the funding goes through that office without involving the state system.

For example, previously the Ministry of Rural and Regional Development used to give the state money to service all the kampungs and rural areas. Now we don't have the funds at all. We are being pressured by [ketua-ketua] kampung for basic amenities in their villages. Funds from the Housing and Local Government Ministry for things like parks, recreational areas and the environment have also dried up. The ministry conducts its own programmes through the SDO. The town councils don't get those funds anymore. Whatever the SDO does with federal funds given to it, the state government doesn't know.

That is going to pose problems in terms of overlap, isn't it?

Yes, it's already happening. The Youth and Sports Ministry is building futsal courts and playgrounds here and there without permission from the town councils.

What can the town council do when it finds out?

They have to stop it. They are putting up structures which don't have permission. Actually, we're not saying stop the building. We welcome it, but why not go through the proper channel? We want our youths to have amenities like futsal courts and basketball courts. The federal funds are there anyway. Every ministry has a chunk of money to spend for Selangor. Since they have to spend it, we just want them to go through the proper channel. Otherwise, how do you keep track of how much was spent and the quality of work done? How are you answerable to the Auditor-General? Who will the Auditor-General get the information from? Because the officers in the land office and district office which used to oversee the implementation of projects have now been supplanted by the SDO.

Is the state's shortage of funds why the Menteri Besar suggested using funds from Baitulmal? Tan Sri Khalid Ibrahim was criticised for it.

Baitulmal is just an idea the MB put forth for all tax payers in Selangor. Baitulmal is just the term used. It might sound Islamic or Arabic, but it means it is a type of funding where we are saying, rather than you paying tax to the federal government, you might as well pay to the state.

Under federalism, the federal government is supposed to share some 80% of revenue with the states. That is the way it's done in well-developed democracies. That is also the formula in the BN-ruled states.

But isn't the objective of Baitulmal to help Muslims?

It was supposed to be a new fund. The state doesn't have an existing Baitulmal fund.

There's some confusion. The state does have a Baitulmal fund managed by the religious authorities, right?

That is zakat and collection of money from Muslims. That is different. The Baitulmal the MB proposed will not come under the Selangor Religious Council. Baitulmal will come under the state, under a new purpose vehicle.

So will it really happen?

It was just an idea that was thrown out. It would take a long time for implementation.

In the short term, what is being done to increase revenue?

Our revenue sources are from land taxes, development taxes, quit rent and special taxes. Our budget is RM1.4 billion. Half of that goes to emoluments. But we can run on the other half and we have a sound fixed deposit which we can run on for another three years.

But this year we expect a budget deficit with the economic downturn. Our tax collection may not achieve what we expect. That's why we approved additional budget expenditure of RM120 million in the July state assembly sitting. Next year's budget most probably might be a reduced budget because of the economy and reduced collection.

We are also encouraging business [people] to develop in the state. We'll be announcing some new strategies. And we're encouraging foreign investors to open up businesses here in Science Park 2 and in Pulau Indah. There have been quite a number of inquiries.

What about PKR as a whole, is the party learning to behave like a ruling party?

The party has changed in that we are coming to terms with being the ruling government in some states. Some of us have to learn that to govern, we cannot act like the opposition anymore. You cannot be antagonistic with the civil service or your work gets delayed. You have to learn how to work the system to get things done. The party is addressing this through seminars for leaders and councillors. favicon

THE cow head protest over the relocation of the Sri Maha Mariamman Hindu temple from Section 19 to Section 23 in Shah Alam shows, on one hand, the existence of racial and religious bigotry. But it also points to a deeper, more systemic neglect by town planners to adequately provide land for non-Muslim places of worship in a fair and just manner.

It goes as far back as 1977, when the Catholic Church first applied for a piece of land to build a cathedral in the township. Delays, including stop-work orders on construction, resulted in the church only opening in 2000, some 23 years later.

The argument of majorities cannot hold water in a multi-religious society, says Selangor executive councillor Dr Xavier Jayakumar. He chairs the state committee on non-Muslim places of worship and hence, became the intended recipient of the cow head during the protest on 28 Aug 2009.

Xavier, who is from Parti Keadilan Rakyat (PKR), is also the assemblyperson for Sri Andalas. Additionally, he is the state executive council's chairperson for health, plantation workers, poverty, and caring government.

In an interview with The Nut Graph on 15 Sept 2009 at his office in Shah Alam, Xavier traced Shah Alam's development from the mid-1960s when the area was plantation and estate land. Indian Malaysians were the majority workforce then, until the land's agricultural status was converted for development by Perbadanan Kemajuan Negeri Selangor (PKNS). But the Hindu temples stayed on as the city was built around them. This led to the Section 19 temple in question being a mere 20 metres away from residential houses.

In this first of a two part interview, Xavier explains how relocating temples is now all the more difficult because there is little land left due to rapid development. He also explains how the Pakatan Rakyat-led state government is attempting to resolve the issue.

TNG: A second site in Section 23 has now been identified (for the relocation of the Hindu temple). Why wasn't this site chosen earlier?

Xavier Jayakumar: Shah Alam Member of Parliament Khalid Samad, executive councillor Rodziah Ismail and I felt that the first plot on industrial land was most appropriate. Even PKNS, the Shah Alam Municipal Council (MPSA) and the temple committee agreed.

We were planning to consult the residents there although the state by-laws and rules don't require us to do so. We only need to ask residents if their houses are within a 50 metre radius of a place of worship. The by-laws were created by Barisan Nasional and are still there. After we identified this area, people complained that it was too near a playground. So we moved the plot further in. But then all hell broke loose with the cow-head protest.

What borders the alternative plot in Section 23?

This plot is still under discussion and nothing is finalised. Suffice to say it is 200 metres from the nearest house and 300 metres from the nearest surau.

Based on that distance, you don't need to consult the residents but will you anyway, so as to prevent more protests?

I don't think we will. We'll just inform them.

The perception after the town hall dialogue is that the state government has given in to the protesters when the Menteri Besar (MB) said the site would be reviewed.

It's not true. We did not give in to the people who disrupted the meeting. What we said is that we've noted their objections and the state will now discuss it further.

But ultimately, since you didn't have to consult the residents based on the by-laws, you also didn't have to review the initial plot in Section 23. Couldn't the state have stood firm?

True, we don't have to consult them. But the temple committee also took a step back after seeing the reactions. They didn't want to move to a place where there would be confrontation and they would have to put up with abuse. So they had a rethink about the whole scenario and they came back to us and said, if this is how it's going to be, we don't think that will be the proper place to go to. In response to that, Khalid said the state government would review the site.

The previous state government had identified an enclave in Section 18 as a place to relocate all temples. What was the problem with that?

The area borders a huge drain which passes through an abattoir once used to slaughter pigs and now goats and cattle. From the beginning, the temple committee refused to move to this place. There were many reasons. In Hinduism, the different deities have their own religions protocols which devotees have to follow. And the temples have to be built according to Hindu beliefs like whether the soil is right or what direction to face.

And you don't have mosques or surau all in a row like terrace houses, do you? Taking those things into account, they refused the site. After the [Section 19] temple didn't move, there have been skirmishes and provocations on and off. Like when the Pewaris group was given permission to build a shed next to the temple on empty land and slaughtered two cows there. I don't know why MPSA or PKNS didn't put a stop to it because they could have said that the shed was an illegal structure.

Why weren't you at the town hall meeting (on 5 Sept 2009)?

I was not supposed to be there. The people who brought the cow head to the state assembly building brought it for me. They called my name out and said this is for Xavier. The MB and others felt that my presence would be a provocation.

How many temples are there in Shah Alam?

About 12. I have stopped approving places of worship where the land given is beside septic tanks, monsoon drains, high-tension power cables, or Tenaga Nasional substations. Previously, these were the types of land given for temples.

A place of worship has to be a place that is convenient to devotees, the travel time to that place should be as minimal as possible without having to go through heavy traffic, and it must be in a respectable area. As respectable as masjid and surau are, other places of worship should also have that respectability.

Which authority is it which gives land to temples?

Firstly, the state itself. Secondly, the developer. In the development masterplan they are supposed to earmark places of worship. But what I'm saying is that land earmarked for non-Muslim places of worship are of the types I just mentioned, the most useless of value. And it is approved by the state planning committee and the municipal planning committee.

So I am telling these committees now to look at the land they are approving. It should also be done in a way where people know that there is a place of worship in an area before they buy their property.

How bad is the issue of illegal temples in Selangor?

Quite severe. There are three categories.

One, a place of worship that has already been built on government or private land. Secondly, places of worship that were built on reserve land, whether for playgrounds, road reserves or TNB reserves. The temple also doesn't have rights to the land. The third is applications for new temples to be built either on government or private land.

My aim now is to authenticate temples that have been built on government land. For those on reserve land, it is more technical and would take more time to resolve. And for new applications, we are looking at the areas concerned and giving out approvals accordingly.

What is the cause of temples being constructed haphazardly?

The lack of proper regulations and planning for non-Muslim places of worship. The government closes one eye and a politician comes along and says there's a group wanting to build a temple here and the government says go ahead. It is known that over the years, MIC people have obtained posts in the temple committees. So they have the political clout and protection to build wherever they want.

That is why we have this problem. You've allowed temples to be built haphazardly and now the temples are saying they want the land because they have been there for years. If the state were to de-gazette the land and convert it to use for a place of worship, it would be a long and tedious process.

When Pakatan Rakyat took over Selangor, we decided that there would be no more temple demolitions. At the same time, we've also said that there won't be permission for any new temples to be built without proper approval.

So you are in the process of giving temples the land they sit on?

Yes, but it will be a lengthy process. We are also trying to formulate a policy together with non-governmental organisations like Hindu Sangam and other Indian [Malaysian] NGOs (non-governmental organisations) for all districts to have committees that will self-regulate on how many new temples are needed in an area. If anyone wants to build a new temple, they will have to discuss with this committee whether there is a need for it.

Will this self-regulation also apply to other non-Muslim houses of worship?

There is some difference between Hindu temples and other religions. There is no governing body for Hindu temples. Every temple is an entity by itself. Whereas, churches, the Buddhists and Taoists each have a governing body.

Is the number of non-Muslim houses of worship in Shah Alam enough for non-Muslim residents?

Yes, I think it is. About 20% of Shah Alam is non-Muslim. For that 20% I think that there are enough places of worship. That would be the 12 temples, and six or seven churches. For Chinese religions, at present there's been no problem, in the sense that I've not had any queries for a Chinese temple within Shah Alam.

It is alleged that some of the cow-head protestors were from PAS and PKR. Have you identified them?

There has been no proof. We have openly called for the names of those alleged to be our members (to be revealed) and we will immediately take disciplinary action against them. Till now there have been no names so this is just rumours by unreliable people.

But within PAS and PKR, too, there must be Muslims who feel very zealous about this...

But from the pictures and videos of the incident, we've not identified anyone from PKR or PAS. And of those charged, we've checked their names and they don't exist in our membership database. PAS also says that none of the names are their members.

On hindsight, what were the weaknesses in the way the issue was handled and how could that have been avoided?

From the beginning, we knew that relocation would be a difficult task. But we started on the premise that everyone agreed the temple had to move. Even the temple committee agreed. I didn't expect it to break out into a racial and religious issue.

From another spectrum, it was politically motivated. To me, it is pure politics where Umno is trying to prevent us from solving a problem they could never solve in 26 years. And this is not the end of it.

In other areas we are facing obstruction to land that has been offered for places of worship. One case is a temple in Jenjarom, in the Lundeston estate. The estate temple is on land that was sold by Guthrie to a subsidiary, which subsequently sold the land to a private developer. It involves private land but as the state government, we decided to help. We called the temple committee and the developer for talks and it was agreed that the temple plot would be moved to the back of the land, with the initial structure provided by the developer and some compensation. When all this had been agreed upon, a group of Umno members from that area in Kuala Langat staged a protest and said they won't allow a temple in that area because it's too near their homes.

Is that true?

Not really. The temple site is in an oil palm area and there are Indian [Malaysians] in that area. But there is no place in Malaysia where the Indian [Malaysians] are the majority and you can say a temple ought to be built there. All places are majority-Malay [Malaysian]. Even if Indian [Malaysians] are 10%, they still need to pray. So why can't you allow a place of worship for this 10% or whatever percentage they are? It's a very racist and bigoted reaction. Negotiations have broken down, and we're trying to re-start talks with the residents, the developer and the temple committee.

You know for a fact that the Kuala Langat protestors were from Umno?

40,000 dos vaksin H1N1 tiba Oktober

Sebanyak 40,000 daripada 400,000 dos vaksin influenza A(H1N1) yang ditempah Kementerian Kesihatan dijangka tiba di negara
ini akhir bulan depan, kata menterinya Datuk Seri Liow Tiong Lai.

Beliau berkata vaksin tersebut akan diedarkan secara sama rata, namun disebabkan dos yang terhad kementerian akan mendahulukan golongan barisan hadapan seperti doktor dan jururawat selain golongan berisiko tinggi seperti ibu mengandung serta kanak-kanak.

Baki 360,000 dos vaksin pula akan tiba awal Januari tahun depan, katanya.

Liow berkata kesemua vaksin itu yang bernilai RM14 juta diperoleh daripada syarikat farmaseutikal, GlaxoSmithKline (GSK) yang berpusat di United Kingdom.

Bagaimanapun, katanya kementerian yang sedang dalam proses tempahan vaksin peringkat kedua sedang meneliti beberapa inisiatif dan pengeluar lain bagi mendapatkan harga dan kualiti terbaik.

"Kami perlu membuat tempahan awal dan kami sedang mencari kualiti yang terbaik. Kami berusaha untuk mendapatkan sebanyak mungkin sumber termasuk dari China dan Taiwan supaya jika berlaku kecemasan, kami dapat memperoleh lebih banyak vaksin," katanya kepada pemberita selepas Majlis Berbuka Puasa bersama Komuniti Orang Asli Sungai Gapoi di Bentong.

Liow juga berkata walaupun vaksin itu tidak melalui ujian klinikal yang ketat seperti yang lazimnya diamalkan di negara ini, namun Pertubuhan Kesihatan Sedunia (WHO) telah memberi 'lampu hijau' kepada vaksin berkenaan.

"Kami serahkan kepada individu untuk membuat keputusan sama ada untuk mengambil vaksin itu atau sebaliknya. Bagi kementerian, kami menganggapkannya selamat," katanya.

Dalam pada itu, Liow berkata kerajaan telah mengarahkan pembinaan fasiliti penghasilan vaksin dalam masa terdekat.

"Kami sedang dalam proses membina sebuah fasiliti penghasilan vaksin. Ninebio Sdn Bhd telah diarahkan supaya menubuhkan fasiliti berkenaan," katanya.

Selain itu, selaras dengan amaran WHO mengenai kemungkinan gelombang kedua H1N1, Liow berkata kabinet telah meluluskan RM158 juta untuk menambah katil dan kelengkapan di unit rawatan rapi (ICU) bagi menghadapi kemungkinan itu.

Katanya, kementerian sedang membuat perancangan teliti dalam menghadapi kemungkinan amaran yang dikeluarkan WHO itu terutamanya menjelang musim tengkujuh akhir tahun ini.

SHAH ALAM, 17 Sept - Bimbang dengan penularan wabak selesema babi atau Influenza A (H1N1), seluruh Dun, termasuk DUN pembangkang di Selangor hari ini dibekalkan dengan topeng hidung dan mulut sebagai langkah pencegahan wabak tersebut.

Exco Kesihatan, Pekerja Ladang dan Kemiskinan, Dr Xavier Jayakumar berkata, sebanyak 56 Dun menerima topeng hidung dan mulut ini untuk diagihkan di kawasan masing-masing.

Katanya, sebanyak RM350 ribu ringgit diperuntukkan oleh kerajaan negeri untuk tujuan itu.

“Tiap-tiap Dun akan dapat lima ribu keping dengan sabun tangan dan ini kita minta pegawai Adun-adun tempatan bagi kepada ramai orang yang sekarang sedia untuk balik kampung dan sebagainya”,katanya.

Xavier berkata demikian kepada pemberita selepas menyerahkan topeng hidung dan mulut kepada wakil setiap Dun di Foyer Bangunan Sultan Salahuddin Abdul Aziz Shah pagi tadi.

Katanya, selain topeng hidung dan mulut serta sabun pembasmi kuman, kerajaan juga mengedarkan poster panduan penjagaan kesihatan diri kepad awakil terbabit bagi mengalakkan masyarakat mengamalkan budaya menjaga kebersihan, terutama di musim perayaan ini.

Turut hadir menerima topeng hidung dan mulut ini, Exco Hal Ehwal Wanita, Sains, Teknologi dan Inovasi, Rodziah Ismail, Exco Pendidikan, Pendidikan Tinggi dan Pembangunan Modal Insan, Dr Halimah Ali dan Exco Pemodenan Pertanian, Pengurusan Sumber Alam dan Pembangunan Usahawan, Yaakob Sapari.

Rata-rata wakil Adun yang menerima topeng hidung dan mulut hari ini, memuji langkah kerajaan negeri membekalkan kemudahan tersebut secara percuma kepada rakyat.

Menurut wakil Adun Kota Alam, Silvasukamaran, pemberian topeng ini dapat membantu penduduk di kawasan mereka, mengelak atau mengurangkan risiko penularan penyakit tersebut.

“Saya ucapakan terima kasih kepada YB kerana sudi mengedarkan fask mask kepada Adun kami.Penyakit ini merbahaya dan kita pada masa ini banyak orang dari kawasan Klang dan kita akan edarkan di komuter, bus stop untuk mereka semua berwaspada”,katanya.

Setiausaha Adun Kota Damansara, Sivarajan berkata pihaknya akan mula mengedarkan topeng tersebut hari ini memandangkan ramai warga Damansara akan pulang ke kampung untuk berhari raya esok atau lusa.

“Jadi mulai petang ini kita akan mula edarkan kepada sekolah, saya rasa pada besok orang tengah balik untuk beraya ini saya ingat Dr Nasir akan mula mengedarkan dikawasan persinggahan dan mungkin juga di tol Kota Damasara kita akan mula edarkan”,katanya.

Adalah dimaklumkan bahawa Majlis Pemberian Topeng Muka "Facemask" kepada DUN-DUN di Negeri Selangor oleh YB Dr. Xavier Jayakumar akan diadakan.

Setiap ADUN akan diberikan 5000 keping topeng muka.

Kerajaan Negeri Selangor pimpinan Pakatan Rakyat akan mengadakan Majlis Sambutan Rumah Terbuka Hari Raya Aidilfitri Kerajaan Negeri Selangor 2009 bertempat di Shah Alam Convection Centre (SACC) bersebelahan Kompleks PKNS Shah Alam.

Perbadanan Kemajuan Negeri Selangor (PKNS) selaku penganjur pada tahun ini telah menjanjikan pelbagai acara menarik telah disediakan disamping barisan artis-artis jemputan yang pasti tidak mengecewakan. PERHIMPUNAN KHAS SAMBUTAN HARI MALAYSIA KERAJAAN NEGERI SELANGOR


Bersempena dengan sambutan Hari Malaysia, Kerajaan Negeri Selangor akan mengadakan sebuah Perhimpunan Khas Sambutan Hari Malaysia bagi mengingati dan memberi pengiktirafan kepada penggabungan Tanah Melayu dengan Sabah dan Sarawak pada 16 September 1963.

Perhimpunan Khas Sambutan Hari Malaysia akan diadakan pada 16 September (Rabu) bertempat di Auditorium Dewan Bangunan Sultan Salahuddin Abdul Aziz Shah, Shah Alam. Majlis dijadualkan bermula pada jam 9.00 pagi.

Dato’ Menteri Besar Selangor, Tan Sri Dato’ Abdul Khalid Ibrahim akan menyampaikan Ucaptama perhimpunan ini. Perhimpunan Khas Sambutan Hari Malaysia ini juga akan diserikan dengan kehadiran Y.Bhg Dato’ Dr Jeffry Kitingan, Bekas Timbalan Menteri Perumahan dan Kerajaan Tempatan Negeri Sabah dan Y.Brs Tuan Baru Bian, pemimpin masyarakat Sarawak sebagai Tetamu Jemputan Khas.

Selain itu, Ahli Parlimen Kuala Selangor, YB Dr. Haji Dzulkefly Bin Ahmad dan Tuan Speaker Dewan Undangan Negeri Selangor YB Teng Chang Kim turut akan menyampaikan perutusan Hari Malaysia.



Satu lagi kematian H1N1, total 74

Setelah tujuh hari tiada kematian direkodkan akibat jangkitan influenza A (H1N1), hari ini satu kematian baru didaftarkan menjadikan jumlah kematian sehingga kini sebanyak 74.

Ketua Pengarah Kesihatan Tan Sri Dr Mohd Ismail Merican berkata mangsa merupakan seorang lelaki orang kurang upaya (OKU) berumur 19 tahun dari Gerik, Perak.

"Beliau telah dimasukkan ke Hospital Gerik pada 19 Ogos kerana demam, batuk, sakit tekak dan muntah selama empat hari.

"Pada 20 Ogos, kes dirujuk ke Hospital Ipoh untuk rawatan pakar dan rawatan antivirus telah dimulakan.

"Bagaimanapun, beliau meninggal dunia pada 23 Ogos kerana komplikasi paru-paru atas sebab 'acute pulmonary oedema with underlying influenza A H1N1 infection' dan kes disahkan H1N1 melalui ujian makmal pada 28 Ogos," katanya dalam kenyataan di sini.

Sementara itu, sejumlah 198 pesakit baru dengan gejala seakan-akan influenza (ILI) telah dimasukkan ke hospital sehingga hari ini untuk rawatan manakala sebanyak 190 kes telah didiscaj.

"Ini menjadikan baki seramai 1,104 ILI sedang dirawat di 101 buah hospital termasuk lapan hospital swasta di seluruh negara. Daripada jumlah pesakit yang dirawat, hanya 261 pesakit (23.6 peratus) telah disahkan positif H1N1," katanya.

Beliau berkata daripada 261 kes yang telah disahkan H1N1, sebanyak 41 kes berada di unit rawatan rapi (ICU) di mana lapan kes merupakan kemasukan baru manakala enam lagi kes telah keluar dari ICU.

"Daripada 41 kes yang sedang dirawat di ICU, sebanyak 32 (78 peratus) mempunyai faktor risiko. Pecahan kes mengikut faktor risiko adalah penyakit kronik (13), penyakit respiratori kronik (satu), obesiti (sembilan), kanak-kanak bawah lima tahun (lapan) dan hamil (satu)," katanya.

Dr Mohd Ismail juga berkata sehingga kini belum lagi ada vaksin di pasaran untuk melindungi seseorang daripada influenza A (H1N1) kerana vaksin itu masih di peringkat ujian klinikal dan Malaysia akan mendapatkan bekalan pertama vaksin sebaik sahaja ia dipasarkan.

Beliau berkata kini sesiapa yang ingin mengerjakan haji dan umrah diwajibkan mengambil vaksin selesema dan radang otak bermusim (seasonal flu and meningitis).

Berkaitan antivirus pula, Dr Mohd Ismail berkata golongan yang berisiko tinggi boleh memperolehinya di mana-mana klinik atau hospital dan mereka digalakkan untuk mengunjungi Klinik Cegah dan Rawat Influenza A (H1N1) yang boleh menawarkan antivirus pada harga berpatutan.

Telok Menegun, Klang, 10Sept - Sebanyak 32 buah surau di kawasan Dewan Undangan Negeri Sri Andalas, hari ini menerima sumbangan moreh sempena Ramadhan, tahun ini.

Setiap surau menerima sumbangan 400 ringgit dan disampaikan Exco Kesihatan, Pekerja Ladang,Kemiskinan Dan Kerajaan Prihatin, Dr. Xavier Jayakumar dan Ahli Parlimen Kota Raja, Dr Mariah Mahmud.

“Tahun ini Kerajaan Negeri bersama dengan JAIS telah mengumumkan setiap surau akan menerima RM400 dan masjid RM1000,”Katanaya.

Dr Xavier berkata, bagaimanapun terdapat surau yang belum mempunyai akaun bank, menyebabkan sumbangan itu belum boleh disampaikan.

“Saya difahamkan ada beberapa surau lagi belum menerima sumbangan moreh ini, samada surau-suarau tersebut belum ada akaun bank ada masalah lain yang tidak dapat saya pastikan,walau apapun sebelum raya ini,semua surau akan mendapatkan peruntukan itu,”ujarnya.

Justeru, beliau mennyarankan agar semua pengerusi jawatankuasa surau dan masjid membuka akaun kewangan secepat mungkin bagi memudahkan penyampaian sumbangan berkenaan.

Sementara itu, Ketua Kampung Jawa, Ismail Abdullah berkata, sumbangan yang diterimanya hari ini banyak membantu pihaknya menjalankan aktiviti di suraunya.

“Alhamdullilah kami merasa bangga kerana Ahli Dewan Undangan Negeri dan JAIS dapat memberikan sedikit sumbangan kerana dengan sumbangan ini pihak surau dapat menjalankan aktiviti-aktiviti hariannya dengan sebaik mungkin,katanya.

Sementara itu, Dr Xavier berkata, penerima yang tidak hadir pada hari ini, diminta membuat tuntutan di pejabat DUN Sri Andalas pada waktu pejabat.

TAPAK BARU KUIL MASIH DALAM KAJIAN


SHAH ALAM: Wakil rakyat setempat dan Majlis Perbandaran Shah Alam akan mengadakan perbincangan dengan Jawatankuasa Kuil Sri Maha Mariamman Seksyen 19, Shah Alam dalam masa terdekat untuk mendapatkan persetujuan mereka berhubung dengan isu pemindahan kuil ke tapak cadangan baru.

Beberapa tapak cadangan masih di dalam peringkat kajian samada tapak-tapak tersebut boleh digunakan ataupun sebaliknya.

Dato’ Menteri Besar Selangor Tan Sri Abdul Khalid Ibrahim berkata, Kerajaan Negeri menyerahkan kepada budi bicara pihak terlibat dengan perbincangan tersebut yang dijangka akan diadakan dalam minggu ini.

Mereka yang terlibat secara langsung adalah Ahli Parlimen Shah Alam, Y.B Khalid Samad, Ahli Dewan Undangan Negeri Batu Tiga, Y.B Rodziah Ismail dan Datuk Bandar Shah Alam, Tuan Mazalan bin Md. Noor.

Demikian dikatakan oleh Dato’ Menteri Besar Selangor ketika menjawab pertanyaan wartawan mengenai tindakan susulan Kerajaan Negeri ekoran tinjauan ke beberapa tapak cadangan baru pada Isnin lalu.

Menurut Khalid, jika persetujuan daripada pihak kuil diperoleh, keputusan tersebut akan dibincangkan pada peringkat Exco.

"Sekiranya Mesyuarat Exco meluluskan cadangan ini, satu pendengaran awam akan diadakan bersama pihak yang terlibat dengan tapak cadangan yang akan dikenalpasti kelak," jelas Khalid dalam sidang media di Pejabat Menteri Besar petang ini.


Teluk Menegun, 8 September 2009 - YB Dr Xavier Jayakumar menghadiri Majlis Berbuka Puasa bersama rakyat di Masjid Al rahimi.

Turut hadir dalam majlis tersebut adalah YB Shuhaimie.

Suasana berbuka puasa secara sederhana ini dirasai sendiri oleh Dr Xavier bersama-sama rakyat beragama Islam yang perlu berpuasa selama sebulan sepanjang bulan Ramadhan.
Sungai Kandis, 8 September 2009 - Seramai 100 orang menerima sumbangan sempena bulan Ramadhan di kampung Sungai Kandis.

Sumbangan disampaikan oleh YB Dr Xavier Jayakumar dan PEKAWANIS. Hadir selaku tetamu kehormat dalam program tersebut adalah Pengerusi PEKAWANIS, YABhg Puan Sri Salbiah, isteri Dato' Menteri Besar Selangor.

Turut serta dalam program adalah Ahli Majlis Zon 15, Encik Manap dan ketua-ketua kampung.

Taman Sri Andalas, 6 September 2009 - Program "Jom Kacau Bubur Lambuk" anjuran ADUN Sri Andalas dengan kerjasama AMK Cabang Kota Raja mendapat sambutan yang menggalakkan.

Program ini adalah yang kali kedua diadakan dan pada tahun ini sebanyak 4,000 bungkus bubur lambuk telah diedarkan dan diberikan oleh YB Dr Xavier Jayakumar kepada penduduk-penduduk sekitar Taman Sri Andalas.

Dengan adanya program seperti ini, YB Dr Xavier Jayakumar berharap dapat membentuk suatu hubungan yang lebih erat dengan penduduk-penduduk sekitar Taman Sri Andalas yang diwakilinya selaku wakil rakyat mereka.
